She's teasing you. You should act like you don't want to kiss her and walk away. She'll be surprised and after a couple of times, she most likely will want you to kiss her. Right now, she feels like she's the one in control because she can walk away from you, leaving you still wanting her. You need to turn the tables and make her think you're okay with not kissing her. The challenge will make her want to do the opposite of what you want and I bet she'll make the first move to your first kiss.
