The Handbook says there is a 'fuse box in the front compartment (engine compartment?)in which there are 5 fuses/relays in a vertical line. The middle on covers "FR-HTR" circuit breaker. Could this be what you are looking for?

I don't know if the fuse blocks underwent any changes between model years, but in my 2000 CR-V it is in the underdash fuse panel as Fuse #17. In the underhood fuse box there is a fuse/relay # 7 that also might be the one you're looking for. Hopefully you can find a copy of your owners manual, they are all shown in there.
