The only way to drain the tank is to remove the filler hose from the side of the tank and siphon from there.

When I need to empty a fuel tank I remove the filler neck assembly and slip a siphon hose into the tank. Take extra care not to allow dirt and rust drop into the tank.
There are a couple of different ways. One you can crack the seal around the cover by loosing the screws/bolts and allowing the fluid to drain out. Another, you can remove the inspection cover and using a siphon pump. remove the fluid that way. If yours is so equipped, remove the clutch inspection cover and then remove the plug located on the bottom of the primary cover. Drain fluid into a suitable container.

There is no drain.
It is located in the bottom left corner of the radiator as you are looking forward. There is probably a short drain hose connected below the plug to drain the water away from the frame and onto the ground. Google the drain plug and you can see what it looks like.
