If the bagging attachment is properly set up, the bagging process will be automatic. It should be checked to determine if the bags are mounted on the hooks properly before beginning to mow.
Mower has a generator, which is turned by the engine. When engine is running, generator produces electricity to charge the storage battery.
Sounds like the engine heats and the ignition fails.
Remove bag with engine off and cold, when removing bag you will notice an opening that needs to be plugged with plug that came with mower. Usually green squared and plastic. If using mower with out bag and this plug in place grass will bunch up and not properly disperse, leaving clumps of grass on lawn.
If you mean the engine will rev up and down as it is running, it has been my experience that a dirty air filter is a cause of the fluctuation.
Just make sure the engine is not running and pour in the fuel. If the engine is hot let it cool before refueling.

The most common reason for a riding mower engine to run hot is that the cooling area under the metal tins around the engine is probably full of grass clippings or mouse nesting. You will need to remove the metal covering the engine and clean it out. The flywheel has fins on it the blow air accross the engine to keep it cool.
the main thing is that your belt that goes from the deck to the pulley beneath the pulley on the engine that makes the mower move there is a pulley below that and the belt is to tight. that is the only thing i can think of. hope this helps
