I don't want to invite our friend's girlfriend to our wedding. She starts fights all the time and I can not stand her. I do want our friend to be there though. Is there a polite way to do this?

Try telling your friend that you are really trying to keep your numbers down. Talk about how you want the wedding to be all the people who are closest to you and mean a lot and say how you are limiting your plus ones. Then give the invite without a plus one and they should understand.
Alternatively, invite your friend and if they wish to bring their girlfriend along, stress to your friend how its your special day and you really don't want any trouble. As it is your day, I'm sure your friend will try their best to keep an eye on their girlfriend!
