I got this valve on your hot water heater ok like 3 one when you open fully stop the water pressure but you got hot water if you close it you got the pressure but no hot water can anyone help?

Your question isn't really clear. You have 3 valves? On top of the heater, where the two lines go into it, they should be marked Hot and Cold or H and C. Where is the valve in relationship to these? Most heaters have 1 valve on the cold side. Some may have one one the hot side so that the heater can be removed without draining the entire system. If it is a gas heater, the gas line has a shut off valve, but that should be lower down on the tank. Detail your question if you can. It's hard to see what you see from here.
