Edit: your daughter is basically an adult, I'd say you should treat her as one.
well...being the current same age as your daughter I would have to say the best thing to do is show her who is boss and not back down from her or let her scare you. Your the parent not her don't let her run you. As for the brother depending on age make them spend time with each other until they can get along. Also take away certain privalges like the car, cell phone, computer, tv, CD player, i - pod, or any other electronic devices. That may be a huge factor in her additude problem. Spank her a few times if needed it's not illegal and she will get the message. Ground her from going out until she gets her chores done. My parents still do that to me and it works every time. Im not telling you what to do, Im just making a suggestion. I hope that this can be of some service to you.
