I have a 1992 Jeep Cherokee. When you drive between 0 and 13 MPH's there is a noise that sounds like the tire is hitting the wheel well but it isn't and its not the wheel bering what is the problem?

pull the front wheels and check your brakes, and also your front axle shafts if it's a 4 wheel drive.
