Just put a new pump in mine and it now has 89.52psi. 28psi is very low.
in the 1.9 liter engine it should be from 35-45 psi
Yes, I believe so. If you try to replace the fuel filter, the first step is to relieve the pressure by pulling the pump fuse and cranking the engine for a few seconds to relieve the pressure.
It should be 30-35 psi with the engine running.
when cranking the engine the battery voltage should not fall below 9.6volts if so replace battery

Should be around the oil filter, check the manual if not there.
Those numbers are okay. Check the condition and gap at the points, clean and regap (.016"-.020") if necessary replace them.

My 1995 Ford Explorer XLT with a 4.0 L - V6 engine came with (a 650 cold cranking amp battery )
With engine running, pull the fuel pump fuse or relay. The engine will eventually stall and leave little fuel pressure in the system.
If the engine is not running the pressure should be 35 to 40 psi. If the engine is running the pressure should be 30 to 45 psi.
