If you rule out the more serious problems, of something wrong with the alarm, or the remote itself is defective, then it sounds like the remote needs to be programmed.
On a 2001 Volkswagen, this is a process that requires two keys.
Insert master key into the ignition lock & switch on the ignition (do not start car).
Using second key lock the vehicle from the outside manually (use key in door lock).
Press unlock button on the remote control one time, wait at least two seconds or more.
Manually open car using key in door lock.
Remove key from ignition.
Test your remote.
The batteries in my hand held remote started getting weak and the car alarm would go off as soon as I tried to start the car everytime so I took the remote apart and took the batteries out until i could find new batteries for it. I just use the key with no problem with alarm anymore.
Yes, if the smoke alarm has replaceable batteries, they should be replaced at least once per year. While you're at it, you should also test the smoke alarm BEFORE you remove the old batteries, to see if it was already dead, and perhaps test the old batteries before you dispose of them. That way you might determine whether your old batteries were already putting you at risk and, if so, perhaps start changing or testing them more frequently.
A wireless smoke alarm is convenient and simple to install. In any room in the house where these is not an existing detector, these can be quickly mounted with just a few tools and they are relatively inexpensive. One important thing to remember with the wireless smoke alarms would be that batteries need to be replaced at least every six months. A good way to remember to change the batteries would be to do this when the clocks are changed for Daylight Savings Time. This will ensure that the batteries get changed twice a year.
When the smoke detector first starts signaling low battery with short widely spaced high pitched chirps, or if when you press the test button the alarm does not trigger. After replacing the batteries, press the test button. If the alarm does not trigger with fresh batteries, replace the smoke detector.
Your alarm needs to be reset. Look in the manual for instructions. The alarm was probably arms when you changed the battery an now the alarm computer is thinking that it is being triggered by the ignition.
you need a new fob
If the smoke alarm lasts for ten years before you need to replace it, and the batteries should be replaced at least once per year, you would need to change the batteries of a smoke alarm ten times before you replace the entire thing.
There isn't a fuse. On the drivers side wheelwell (you have to remove the rubber cover ) there is a box. Unplug the box and it disables the alarm. In the box is a pair of batteries that you can replace if you are decent at soldering. By replacing the batteries it will allow the alarm to work properly.

i don't know about the beetle, but in some cars to get the alarm to turn off you have to lock the car, get out and close the doors, then use the key to open the door again and start the car.
They do in Portland, Oregon.
