Most likely it is the regulator, either the cable is broken or the plastic at the top broke and the cable became unspooled and wrapped around itself. The window is held in by two screws that tighten a clamp on the window that holds pretty tight so it is doubtful it is that.
Take your door panel off and replace them...

u have to have the window rolled down about 4 inches. If the window is stuck up force it down and you can access 2 bolts holding it to the window. Only force it if you plan to replace the regulator.
First, lower window approximately half way. This allows you access to the bolts that attach window to the regulator. Remove door panel. Using a 10mm wrench, remove the two bolts that hold window to the regulator. Then there are two upper and two lower bolts holding the regulator to the door. Then you remove the three bolts for the window motor which is toward the front of the door. You have to also disconnect the plug for the windo motor to remove the entire window regulator and motr that are all one unit. Replace the unit in the reverse way.
Remove the door panel and you will see the window regulator. There should be two or three bolts holding the door panel on, pop the window switch out and use a long flathead screwdriver to pop the panel out of the calmps securing it to the door
I found having a repair manual specifically for your make/model/year a great start. I'm in the same boat and this is what I have found out and will be doing next weekend. First, I had the a screw placed in the regulator to keep the window up until I am able to replace the window regulator. The regulator comes complete with the motor, so what I will do is remove the current regulator have a friend holding up the window has I am doing this so I wont have to remove the window (to skip a step), then just attach the new regulator in the same place as the original.
Depending what year your windstar is, it may have rivets holding the window to the motor. You have to drill them out to detach the window. I removed the motor and regulator and pulled the window up and propped it with wood until my motor came in. Now they have the motor/regulator combo aftermarket at Autozone for $69.

Anyway, the part# from napaonline.com is BK 6653601 for the drivers side (BK 6653602 for the passenger side). Remove the door panel, time consuming but not too hard. Loosen the three 10mm bolts holding the motor in, remove the power connector. Lower the window so that the two bolts holding it to the regulator are exposed, remove them. Push the window to the top, propping it at this position (a screwdriver through the access hole at the top left will prop on top of the exterior door handle keeping the window in place. Remove the three 10mm bolts holding the regulator in place. 'Corkscrew' the regulator and motor out of the BIG hole at the back of the door. Installation is the reverse of assembly. EASY!
