I do not believe that the two are related. (1) Your Check Engine light could be simply due to the fact that you've gone more than 7,500 miles since your last oil change. Is that possible? (2) Your VSC light - VSC stands for Variable Skid Control and has nothing to do with the air filter or the vacuum hose system. It has to do with the sensors on the wheels that determine if you're in a skid or not, and your braking system. It sounds as if it is signalling a malfunction or failure of some part of your brake system and I would have it check out ASAP.
The fuse panel is located under the left side of the dashboard.
(???) The warning lights are located in/on the dashboard surface and should light up for a few seconds as a system check, when you start the vehicle.

The Air filter is located on the left side of the engine just above the head lights. It is bolted down inside the black covering. The filter is circular and last longer than the rectangular filters.
Yes! For a 2007 Toyota Highlander Hybrid, at least, all it takes is the removal of one relay labelled DRL to deactivate with no ill effects. It's a five-minute job that took me almost a year to discover.
Where is the fuse located for the reverse lights
It is in the dashboard cluster along with all the other warning lights.
Took me a while to find it! It's located right next to the pollen filter, under the bonnet, its one of the two green relays present there, one if for the headlights and the other is for the 'driving lights' (not the full beam lights).
