Yes! For a 2007 Toyota Highlander Hybrid, at least, all it takes is the removal of one relay labelled DRL to deactivate with no ill effects. It's a five-minute job that took me almost a year to discover.

Daytime running lights can be turned off by removing the fuse that controls them. The fuse is in the passenger compartment fuse box. The fuse number is D5.
You have to remove dayltime light sensors, or reprogramm the computer. Also you can find the fuse for daytime lights and remove it.

To stop running the DRL daytime running lights in the 2005 Toyota Echo the headlight relay needs to be modified. The DRL module on the relay needs to be cut and relay inserted into the harness.
To the best of my knowledge all Highlanders are equipped with Daytime Running Lights (DRLs). In Canada they are required by law to be equipped with them HOWEVER - there is no indication what country you are writing from or what level of "trim" your Highlander is, and your particular model may not be, for one reason or another. Check your Owner's Manual if you still have it, or simply call your local Toyota dealer.
Check the fuse box (the one under the hood I think) for a fuse marked DRL and pull it. If not in that fuse box, check the fuse panel on the left side under the dashboard.
