I have a 94 merc cougar with a v8 and have changed tons on it why is their white smoke and raw fuel exiting the exhaust pipe?
Sounds like coolant leak internally, bad head gaskets, cracked head, bad intake gaskets. If leaking into a cyl or more that cyl wont be firing right so raw gas can make it through.

White smoke in the exhaust means water is being burned in the engine. A small puff of white smoke the first time you start a car in the morning is normal. Water condenses in the intake, and engine and when you firsts start the engine it burns off producing a puff of white smoke. It is nothing to concern yourself with unless the car is constantly blowing white smoke.

the smoke your seeing could be steam not real smoke... because the exhaust is so big the pipes will run cooler causing condensation to develop inside the pipes ..nothing to worry about this is normal ...check for water dripping from the pipes if the smoke smells like oil or is blue in color you might have a serious problem

if you have blue smoke coming into the exhaust that means your piston rings are bad and are letting oil into your combustion chamber and then causing the oil to be burned with your air fuel mixture and that's why your exhaust is blue from having that burnt oil dumped out of the exhaust valve and out the exhaust
I feel these are unrelated but you can investigate a leak in the hoses leading to the heater core as they maybe leaking onto the exhaust pipe, that would produce white smoke, but not from within the tailpipe exhaust. Water and oil leaks will produce white smoke the smell will help you determine which it is.

When you say "white smoke" what do you mean? Is it... you know, like... steam? Understand that the products of engine combustion are carbon dioxide and water vapor. If the weather is cold enough and the exhaust is cooled by a cold exhaust system, you'll see water vapor out the tailpipe. Once the exhaust pipe warms up the water vapor will still be warm enough as it exits the exhaust pipe to not be visible…

The only way a bumper can create smoke is is it is trailing on the ground. There are no 'mechanical' parts in a bumper. The end of the tailpipe is probably located right under the bumper and what you are seeing is smoke from the exhaust system. You should have the vehicle checked out as smoke from the exhaust is usually not a good thing.
