I would recommend seeing a chiropractor. Often times there can be misalignments of the upper spine putting pressure on nerves that communicate to the sinuses. Typically sinus headaches will be in the sinus and forehead region. At one time I had bad Allergies, and even had allergy shots. But the thing that helped the most with headaches and my allergies was having my neck adjusted. I also learned that I did not have the normal "C" curve in the neck like you should from the x-ray he did.
