Simply put, the United States does not use horses for meat because of cultural taboos. Public opinion is firmly set against horsemeat. Other cultures raise horses (and/or cats, dogs, rats, caterpillars, etc.) for food without apparent ill-effect. Indeed, horsemeat is more nutritious than beef.

In fact, there is no longer a single horse slaughterhouse in the United States. Legislators in several Western states tried to legalize horse slaughterhouses during the 2009 session, framing it as an economic stimulus issue (American horses may still be slaughtered for industrial products--they are simply shipped to Canadian slaughterhouses). However, outrage from animal rights activists and horse enthusiasts prevented any progress on the issue, and some of the legislators involved may suffer a minor backlash in upcoming elections.
