Sure, you can kiss her. If she is shy don't do it at school , and if she didn't want to have her first kiss with you, and she gets mad at you, tell her your feelings. Or you can talk to her about how you want her to be your first kiss, but then I don't think it's as romantic.
Your girlfrined shouldn't be shy all the time so cheer her up listen to her and offer help
Ask her out when she starts to be happy and not shy all the time and kiss her for gods sake.
