Herpes usually appears within the first 1-7 days of catching it, so it is possible. Some people have it for years before they get their first outbreak so every case is different. However, it is also possible this is folliculitis - inflammation of the hair follicles, after shaving and using creams/lotions afterwards. The only way to know for sure is have yourself checked asap at the sexual health clinic as they can only test for herpes when you have signs.
