I went for a second interview three days ago and met with four people. The hiring manager informed me in a positive way that they will dicide by the end of week today. Need I send a thankyou to all 4?

You don't ever have to send a thank you letter, but sending one to all four will indicate that you really care about the job and appreciate the time of your interviewers. It almost never hurts as long as you don't screw up the letter (ie, spell check, get names right, try to change each letter and not send form letters). In the current economy, I would definitely do so.
