On my 95 it is above the starter. it might be the same.

Shift to the next highest gear or slow down. If you are referring to Idle Speed, you need to locate the Idle Air Control Valve. Consult a Repair manual to locate the adjuster.

Usually just needs a tune-up... plugs, wires, etc. Could be dirty/failed injectors or a vacuum leak.
Your idle is normally controlled by your ECM (computer) and it is not adjustable. It can exceed the normal range due to a vacuum leak in the intake manifold or a sticking throttle cable. Mark--Raleigh, NC also a bad IAC valvewill do this.
Yes they do is a rpm governor it engages about 6100 rpms
According to Chilton's car repair manual, the parking brake on the '96 achieva adjusts itself each time you put on the parking brake. When it does not work properly anymore, you have to change the entire cable. I have purchased a cable through my local GM parts dealer but have not yet put the cable on. It is built in to the rear window along with the rear defroster.
I have a 96 GCL and it did the same thing and it was the catalytic converter. Which on the 4.0l it has been recalled. Call a dealership and give them your VIN and they can tell you if it has been recalled, if not a new stock one is only $40 at autozone.

inside your glove box, there are screws along the dash right when you open the box, take all the screws out, and follow all the way to the driver side door, when you are finished, dont force, but pop out the entire covering. its not as hard as you think.
