No the serpent is not Satan. Because Satan was cast out of heaven without receiving a body he used the serpent, who did have a body to comuncate with Adam and Eve. The serpent was not as loyal to God's plan as were other creatures but was just this side of the line so to speak. It was easy for Satan to use the serpent to speak for him by putting thoughts into the serpents mind.

No matter what we believe about Satan being cast out of heaven, the serpent in Genesis chapter 3 could never have been Satan, nor could Satan have used the serpent to fool Eve and then God. If the serpent had been Satan in disguise, then The Bible tells us he was able to fool God, who said to the serpent, or snake, that he would henceforth crawl on his belly (Genesis 3:14). Most Christians would not accept that God could so easily be fooled, so the serpent and Satan are entirely different concepts.
