Depends on what else is going on. Check the basics.... Fuel, Air, Spark. There is probably about 30 or so things that could be wrong. More info, then maybe we can help better.
relay R1 is for the fuel pump on a 1999 Mercury Cougar
It is in the trunk.
try haveing the relay/solinoid checked. mostly i think you may need to replace the relay. the relay clicking usually is a sign its dieing.
It should make a clicking noise when you turn the key to the on and start positions. Or you could take it out and check it with a multimeter. Or just spend $8 and replace it.
Bad Battery: the clicking is the starter solenoid relay making contact but the battery is not putting out enough amps to turn the starter

Relay R1 is located in the power distribution box ( which is " live " ) The power distribution box is located in the engine compartment on the drivers side in a 1999 Mercury Cougar
On a 1999 Mercury Cougar : The fuel pump relay is in the Power Distribution Box ( which is " live " ) located in the engine compartment ( it is relay R1 and is one of the black relays )
Your flasher relay box may need to be replaced, but could also be an electrical short.

well if the car was newer id say it just wasnt holding charge or making enough spark. spark plugs but since its an 89 . if its old and really dying its not holding enough compression in the cylinders.
