Not necessarily. It all depends on the transmission and gear ratios. The higher the gear (4th, 5th, 6th etc.) the faster you will go, but the less torque will be getting to the wheels. So you might run out of horsepower to overcome the wind resistance etc. It's like riding a 10 speed bike. Easy to go up hill in first gear, not easy in 10th gear. The pedals are moving faster in first gear, but more power is getting to the ground and it just takes longer to go a distance. With your scooter, you might be making the engine go very fast at 35 mph, even in high gear. Most of those engines have a governer attached so the engine can not red line, but sitting here, I can't guarantee it.

In my jurisdiction, a 50cc. scooter is not capable of speeds in excess of 50 MPH, therefore you don't need a motorcycle endorsment on your driver's license. A 125cc. "scooter" is legally a motorcycle, and there are 125cc. bikes that are capable of speeds in excess of 100 MPH. There are also 50cc. scooters that will exceed 55 MPH and then some, but don't tell anybody...

50 cc is a engine size and mph is a speed. The two are totally unrelated, except by the maximum amount of power you can get out of a 50cc engine. The final speed will then be governed by weight, wind resistance and final drive power.
As far as performance, Vespa's 50 cc scooters are nothing special. They top out at 39 mph, which is not terrible, but is not quite as fast as Honda's cheaper metropolitan, which tops out at about 42 mph. Acceleration is average for a 50 cc scoter as well.
