It dries very quickly and has an awful smell but it will take care of the peeling paint problem. I bet you will never paint over oil again.

You can paint latex over oil, we do it all the time. The oil base was not prepped correctly. The paint needs a "tooth" to hold on. You need to sand all surfaces to a solid surface (oil paint, wood etc...) then clean it well with a wet rag using a solution of water and TSP. Let it dry. You now have a solid surface with a slight roughness to it. You can now paint.
