When Jesus spoke those words, he had not yet ascended to Heaven to be with his Father. In order to be visible to his disciples, he had to use a human body in order to be seen by them. This is not unprecidented in The Bible. At Genesis chapter 19, we read about two angels that visited Lot who had materialized human bodies so that Lot thought they were actually men. These angels later led Lot and his family out of Sodom shortly before it's destruction. There are other examples as well. This did not change the fact that these angels were spirit creatures, they just used human bodies they had materialized for themselves temporarily to carry out a specific task.

Jesus had not yet ascended to heavenn and to be visible to his followers at that time he needed to appear in human form. This did not mean that he was not a spirit. In fact the Bible even says that Jesus "became a life giving spirit" and he was "made alive in the spirit."(1 Corinthians 15:45 ;1 Peter 3:18)

The Bible states that "flesh and blood cannot inherit God's Kingdom." (1 Corinthians 15:50) In fact, Jesus even says in the very scripture meantioned in the question that "a spirit does not have flesh and bones." This stands to reason since the heavenly realms do not have the necessary elements such as air, food, and water to support a human body, and we know that according to the Bible, Jesus now resides in the heavens. If Jesus were still in human form, he would be limited in power, but since he is in God's form, he is limitless in his ability to restore mankind and the earth to the state that is promised in the Bible. (Revelation 20:3,4)
