If a 00 Grand Am SE vent controls will not allow air to come out of the vent and the air is rerouted to the floor vents when dash vent position is selected could this be blower motor resistor?

No this wouldn't be the blower resistor. If the blower resistor was bad then the speed selection would only work in high speed mode and no other. If air will not route through the air vents then their could possibly be a bad vent door motor or vacuum diaphragm. Check those.
