This is something you have to decide on your own. It is possible that getting her a phone would make her feel mature and responsible. She would value your trust as well. If she is as mature as you make it sound, it might be a fine idea.
However, there is a possibility that getting her a phone would cause her to forget her schoolwork.
So in the end, we can only sway your judgment but you must make the decision.
