Dhampirs don't usually bite people as they have no need to steal life-force. They are still alive and can get by on ordinary food perfectly well. Most Dhampirs are vampire-hunters, despise the vampire conditions and the life-style.
But then, what if a Dhampir was to consider his distant future? What if the thought of an ordinary death wasn't all that inviting? Would he/she start to consider making plans for the future; setting things up for the time when he would have to make 'the choice'?
If so, then are Dhampirs capable of passing on the vampire condition? It is potential in them. Many have left instructions concerning their body and burial for after they die so they won't become a real vampire after their death. So could they infect people with the condition while they are alive?
To become a vampire is a delicate process, involves reinfection over a period of weeks with the victim in a weakened condition, and eventual death at rather the right moment. If a Dhampir were to make a vampire then he would have to do it knowingly. And as most Dhampirs are rather bigotted against vampires this doesn't seem likely.
If a victim survives the induction then they do not become a vampire, in fact many vampire thralls (kept people for feeding purposes) appear to become immune to the fate. Considering this it would seem that the vampire contagine in Dhampirs is somehow suppressed, hiding within the genome. If this is true than a Dhampir could not create a vampire.
HOWEVER do not trust such arm-chair speculation as fact with something as serious as this. DON'T FRENCH KISS DHAMPIRS. ESPECIALLY AS A DYING ACT.
