Yes. If you were settled in UK at the time of birth, he or she can. Otherwise, if you become settled in UK before he or she turns 18 years old, he or she can. See: http://en.wikipedia.org/wiki/British_nationality_law#British_citizenship_by_birth_in_the_United_Kingdom

The baby will get British citizenship. I am afraid in Pakistan the baby will be considered British as in Pakistan the Pakistani nationality is only granted on the basis of the father's nationality.

If the father has a dual nationality if the second nationality is Pakistani then the child can also have a Pakistani nationality along with British nationality.

The baby would only get British citizenship automatically if the parents are settled in the UK or hold British citizenship. If somebody was born in England are they British?

Yes, is somebody was born in England that they are British. Hope this help. :] Another view: That depends, being born within borders does not automatically mean citizenship. If two Eskimos are visiting England, and their child is born there, that does not make the child British. If they moved there, and established residency, then the child may be British. Being born in Israel does not make me Israeli, or Jewish, or Muslim. My parents, and my heritage is Chinese, I am Chinese too. Some countries grant or offer citizenship if one happens to be born there, but not all.

If a baby is born in England to a Polish mother and an Bolivian father does the baby automatically get Canadian and or English citizenship?

I'm not sure where Canadian citizenship is supposed to fit into the picture because you haven't mentioned anything about anybody being Canadian? If a baby is born in England, it will be considered to be of English nationality, but the baby's "heritage" or "ancestry" will be Polish and Bolivian.

You can get UK citizenship by decent. There are some caveats though depending on when you were born.
