169.254.x.x is the APIPA (Automatic Private IP Addressing) range for Computers.

This range in Windows is allocated automatically if no DHCP servers responds or is unavailable in the Network.

IF DHCP server is selected in IP Configuration Settings then one can configure APIPA settings.

The 169.254.0.0/16 address range is the Link-local. Link-local addresses allow machines to automatically have an IP address on a network if they haven't been manually configured or automatically configured by a special server on the network (DHCP)

169.254.1.1 is a private IP address and is self assigned by a computer or a device unable to obtain an assigned address from a DHCP server. You can assume that a network device with this address is not connected to a network and therefore is self assigning or has improperly been set to this address through a static setting. Another possibility is the DHCP server isn't working and this could also result in all network devices relying on that service to self assign a 169.x.x.x address as well.

To get an IP address on a particular system on a local home network you go to your internet connection details or just type ncpa.cpl in run and it will be listed under IPv4 or IPv6 depending on what kind of network you have. If you want to figure out the IP for the router that will be listed under default gateway, you can check it either by ipconfig in cmd or from whatismyip.com .

The IP address is incomplete. IP addresses consist of four numbers between 0 and 255, separated by a full-stop (period) - for example 169.254.1.255
