if he was just joking, you probably can't make him love you...but it depends? is he a friend, boyfriend, or just a guy tou met? if he is just a guy, you can ask him out and then go fon from there
If he said that he loved you, but it was just a joke, why would you even try to get him to love you. To me, that guy sounds like a total jerk and doesn't deserve a girl (or anyone for that matter) to love him. Of course, that is just my chivalrous opinion. Not knowing the actual relationship between you two makes it hard to come to an accurate conclusion.
