Sounds like someone has tinkered with 3-way switches (used to control one light from 2 switches).
The most common problem is switch on side of transmission.(If bulbs and fuse are good) Another common problem with reverse lights is a faulty ground. Check for the black ground wire off the lights in the back. If the connection to the ground (body or frame) is rusted or broken repair it.
