There are three possible cases, and it's not possible without more information to tell which one is most likely. Try to find out which of these might be the case:
- He really does love you. This is unlikely since he doesn't really know you and knowing you is very important to love you.
- He thinks he loves you and is therefore being honest, but he may not know himself that he doesn't truly love you. So in this case he does mean it even though he might not really love you.
- He's only saying it.
Actions speak more than words, and from a face you can tell more than from a book. If he only said that for example in an online chat, it's likely he's really only saying it and doesn't mean it. As you get to know him more and talk lots you should be able to tell whether he's honest or not.
