Complain to the landlord and they should be able to kick the family out. The police should be called everytime it is done.

The parents are responsible for their minor child so you could press charges of anti-social behaviour on them. If the fire department have been called out each time then ask them to involve the police too.

If you signed a lease for an apartment is it possible for them to move you to another apartment after you signed for that specific apartment already?

This depends on the terms of your lease. Read the fine print. Many (most) apartment complexes have clauses the lease which give the owner the authority to make changes like this whenever they want. The only legal ground you would have against something like that would be if they moved you into an apartment which was demonstrably of lower quality, smaller, or did not have features which you paid extra for. For example, if you paid extra for a ground-floor or handicapped accessible apartment.

How do you get into the apartment on enter the apartment game?

An apartment (in American English) or flat (in British English) is a self-contained housing unit (a type of residential real estate) that occupies only part of a building. Such a building may be called an apartment building, apartment house or mansion block (in British English), especially if it consists of many apartments for rent. Apartments may be owned by an owner/occupier or rented by tenants (two types of housing tenure). The term apartment is favored in North America, whereas the term flat is commonly, but not exclusively, used in the United Kingdom, Singapore, Hong Kong and most Commonwealth countries. In Malaysian English, flat often denotes a housing block of lesser quality meant for lower-income groups, while apartment is more generic and may also include luxury condominiums. In Australian English, the two terms are independent: apartment has the US sense, while flat usually refers to any rental property, but especially one shared by students or another non-family group.
