Texas doesn't want people buying cars in other states and losing out on sales tax, so if you recently bought the car in another state you will still pay the difference in tax to Texas. Just make sure you have a receipt from previous State showing the tax you already paid and make sure that State has a reciprocal agreement with Texas regarding the sales tax. Not all States do. I believe the time frame is 6 months. Meaning, if you had the car registered for 6 months or more in another state, you won't pay additional sales tax.
