I'm guessing you've talked with the herder who wants the calf back. She gives you a lasso to catch the calf. Follow the calf's footsteps until you find it. It will run away. Press spacebar to get your lasso. Press spacebar again to catch the calf. (it has to be in the direction of the calf). Bring the calf to the ranch. Don't worry about when it runs out -- you get it in once, it still counts.

There is no "short" rope necessarily tied to the horn. You have your rope that you rope the calf with which is tied "fast" to the horn.
