Simmons on line catalogue lists rebuild kits for all of their faucets/hydrants, but it apears that they do not sell to individuals. They do list regional reps that you could call for a local distributor. I do know that locally the Home Depot stocks the hydrants, but I have not checked if they stock the repair parts.

Floats could be stuck, check for dirt or sludge in the bowl and around the pivit points of the float, clean entire carb completely or gaskets are bad, buy a rebuild kit and rebuild the carburetor, the instructions that come with the kit make it fairly simple task.
Is fluid leaking around the dust cover? If you are suspicious, lift the corner of the dust cover and see if the area inside is dry. Usually, if the slave cylinder is leaking you will get quite a bit of fluid on the outside.
You can wrap the pan with foil, but I would get the foil as tight as possible by crimping it around the sides as much as possible. If it is leaking severely I would suggest getting a new pan.
Usually you'll have some leaking around the plug... get a flexible necked mirror and a flashlight and look around it for leaking cooolant.

Your leaking at your clearance lights. You will have to take out your storage compartments above your windshield and use silicone caulk around the inside screws for the lights and then you will have to also caulk around the lights and the screw holes on the outside around the clearance lights.

I assume the water is leaking from where the water comes out of when opening the tap. Either the washer needs to be replaced or the seat needs to be reseated. If all else fails, time to replace the whole tap.

If it is not actually over heating, then if the smell is outside the car, look for coolant leaks around the head and the thermostat cover. Inside the car could be a leaking heater coil.
