it depends what kind of animal it is, but usually yes. sometimes the animal can't even get pregnant because of malnutrition or poor health.
Resources such as food, water, space for shelter are some.
Penguins are not plant eaters, although when food is scarce they may eat algae. Penguin's main foods are fish, squid, and krill (similar to shrimp.)
Energy, of the kind that is easy to access, is a scarce resource.

Birds and butterflies migrate south for the winter. Squirrels, blue jays, and chipmunks put food away during the summer when there is a lot of it so they will have food once winter comes and food is scarce. hibernation is also an adaptation :)
