If in the US, find the closest title company to the address of the property in question and file a lean against it. This doesn't force them to pay, but they will not be able to do anything financially with the place until the lean is taken care of. (Sell, refinance, etc)
Better than that, he can keep the vehicle, put what is called a mechanics lean on the vehicle, and if the owner still does not pay on time, the mechanic goes down to DMV, and gets a new title for the car, and sells it to recover his loot. Towing companies do a similar thing with unclaimed impounds.

That's loaded! The only way you can get the title in PA is to file for a lost title and then it will come back in persons that owned its name and need to be transferred from there. There is another way .... but very risky .... is that NJ has where you can get a title from there with tags with a bill of sale only (your friend make out a bill of sale) but if there a lean or was reported stolen then the po po's will come looking for you!

Well if you have not signed the title over to the buyer or if you have a lean on the title you can have the vehicle repossessed. If you have signed over the title to the buyer without putting a lean on it 1st there is nothing you can do. I own a recovery company and know a few laws. Good luck.

I don't know the exact answer, but in my experience it doesn't go away. An insurance co in Oregon placed a lean on my license over an unsettled lawsuit resulting from an uninsured car accident. It has been approx 7 years and the lean remains until I settle the debt from the lawsuit.
