Answer

It would be a matter for Congress, only Congress can impeach the president.

Answer

Impeachment is a two-step process. The House of Representatives is responsible for issuing the articles of impeachment (cause of action), and for voting whether to impeach, which is somewhat analogous to a Grand Jury indictment in criminal law.

If the House votes to Impeach, the Senate then tries the President on charges. The Senate hearing only serves to remove the President from office; there are no other consequences directly associated with the process.

Of course, we now know the Courts have determined Obama's citizenship is legitimate.
