Yes, open the spigot to drain the water. Note that you should NEVER leave a garden hose hooked to an outside spigot over winter.
It depends on your climate. You should not leave a Dachshund puppy outside if you live in Alaska. If you live in a warm climate it would be fine. If you do leave the dog outside you should make sure you have a safe enclosed space for it so it can not be bothered by other dogs or wild animals and that it can not run off and get into trouble.

Yes, when it is off you are not paying $ to operate it. As long as you are comfortable and you don`t need to run it, don`t run it. This method holds true during the heating season as well.
You can't drive a car without starting it first, regardless of how cold it is outside.... If you mean should you warm it up, the answer is no if it is a modern fuel injected car. Just take it easy for about 1 mile or so. If it is an older carburated engine, then yes warm it up for a couple of minutes before driving off.
Did it ever shut off before? Check the large pipe on the condenser outside. It should be cold and sweating water like a frozen margarita.

You should always have a violin kept at room temperature. Never too hot or too cold just like you would like it! You should plumb both connections outside to where you want to use (control) them. The hot and cold cannot be plumbed together and then taken outside on one pipe, because the cold and hot will thermosyphon throughout the house's pipes, and when you turn the tap on and off you might get all hot water. Also, you cannot control for warmer or cooler, in that installation. Fixtures that pass through the wall with the washer and shutoff inside and the handle outside are standard from plumbing suppliers, and one for hot and one for cold is quite feasible. You must then mix them with some kind of "Y" connection outside.
