Quite possibly. Your arms get "tired" for no reason? Perhaps poor circulationor poor dietmight bea factor, exerciseand a good diet would help to fix that. It could be something serious if it occurs frequently, you probably should see a doctor if it bothers you.
It could really be anything, too much exercise, not feeding it, not enough exercise, not drinking enough water, other health problems, anything similar to the above answers,really! (P.S. i had a hamster of my own!)

That's really not healthy. The healthy weight loss is about 3 lbs. per week. Try eating healthier and smaller portions and exercise. You can never get enough exercise. :)
Well most of the time, but sometimes you just have that extra weight that you cannot get off with health and excercise. But, most of the time you can work it off.
One easy way would be to do a juice only diet; however, 700 calories really isn't enough to stay healthy. You might consider exercise and raising your diet to more like 1200-1500 calories. Even that's a bit low, but at least it's enough if you're eating the right foods to get all the nutrients your body needs.
