The reason that protons are positive and neutrons have no charge is owed to the fact that quarks, which make up these particles, do not have integral charge. The charge of an up quark is +2/3, and the charge of a down quark is -1/3. When the charges of the quarks are added for the particles, we get the following:
Proton = up quark + up quark + down quark = 2/3 + 2/3 - 1/3 = 4/3 - 1/3 = 3/3 = +1
Neutron = up quark + down quark + down quark = 2/3 - 1/3 - 1/3 = 2/3 - 2/3 = 0 (zero)
Protons have a positive charge, neutrons are neutral. Gluons are neutral (with respect to electromagnetic charge; they do carry color charge, but that's complicated and comes in 8 different types). Electrons are negative. Quarks have varying charges: up quarks are +2/3, down quarks are -1/3 (quarks also have color charge, but only 3 different kinds).
The Electrons and the Protons.
Up quarks and down quarks are in protons and neutrons.
Several come to mind. They are both found in the nucleus of an atom. Protons have a positive charge, while neutrons have no charge. They are nearly the same size, though neutrons are a bit larger. The sum of the protons and neutrons in an isotope of an element is its mass number.
All atoms, except Hydrogen-1 which is only one electron and one proton, are made of three fundamental particles: neutrons, protons, and electrons. Neutrons and protons are also made of up and down quarks. Electrons have very little mass and a charge of negative one while protons and neutrons are more massive and of approximately equal mass. Neutrons have no charge (neutral charge) whereas protons have a charge of positive one.
The atomic nucleus itself has a positive charge. The protons in the nucleus also have a positive charge (the neutrons are neutral). Both protons and neutrons contain "up" quarks, which have a positive charge (the "down" quarks have a negative charge).
The centre of an atom is called the nucleus. The nucleus contains protons, which have a positive charge and neutrons which have no charge. Electrons are also subatomic particles but they go around the nucleus so they are not in the centre.
Without speaking about quarks, leptons and bosons (which are more complicated), the nucleus has neutrons (no charge) and protons (positive charge).

Up quarks and down quarks are in protons and neutrons.
Atoms are made up of Protons and neutrons and electrons. Quarks make up Protons and Neutrons. Protons are made up of 2 up quarks and one down quark. Neutrons are made up of 2 down quarks and 1 up quark. A down quark has a charge of -1/3. An up quark has a charge of +2/3.
In terms of atomic theory the protons and electroncs contribute the charge to an atom. In terms of quantum theory electrons are a type of lepton and protons are composed of quarks. So quarks and leptons contribute nuclear charge.
Protons are positive, neutrons are neutral, electrons are negative; protons are formed from quarks and gluons.
