Yes they will usually bounce your messages. the bounce message will have details why t was returned, in the header of the message.

to get around Hot mail blocking your emails:

Are you having your emails blocked by Hotmail/MSN/Windows Live when you try to send to them? Like xyz123@hotmail.com or xyz123@msn.com or xyz123@live.com

One method you may try to get around the Hotmail (etc) block (I hope temporarily) would be: to use your ISP (internet Service Provider) (who you connect to the Internet with). Like XYZ Hi Speed DSL. Or someone.

They gave you at least 1 email account. You may use their outgoing email server to send messages. Ask them for the settings.

Do Not change your incoming server settings. Your recipients will probably not notice.

Or you may get a FREE hotmail account yourself and use those settings for your outgoing server. Lets see them block that.

Outgoing = smtp.live.com SMTP 587 StartTLS

login using your Hotmail userID and password.

They will not get any notification that they have been blocked, however, when they try to send you an E-mail after you have blocked them, it will get returned to them as undeliverable.

It's possible someone using the same IP address (assuming you're on a local network) has been sending offensive emails to the same address you're also trying to email, and they have blocked the IP address.
