If someone moves overseas without paying their loans of several thousand dollars can they be arrested upon re-entering the U.S. even if they had a co-signer for the loans?

Can they be arrested? No. They can be sued. Unless, for some reason it has gone beofre a court and the judge deemed it criminal and then issued a warrant or ordered the payments to be made with criminal charges as a penalty for not.
