I stopped by an independent MB shop because my turn signals had stopped flashing and was told the flasher is part of the Hazard Light switch. My HL switch is located behind the Power window switch in the center console. Haven't taken it apart yet. The hazard light switch is part of the circuit, and generally causes the issue you describe. Hazard lights may only be used during an emergency where the vehicle requires to be stopped in places it should not normally be stopped, such as a highway. People mistakenly used hazard lights when driving through heavy storms as another form to ensure visibility and is not recommended.
When stopped and a possible hazard to traffic on the roadway, or when moving so slowly that you are a hazard to overtaking traffic.

The hazard and blinker lights are located behind the dashboard tray. To fix the fuse, you unfortunately had to take the dashboard out.
