Well, it's already happened twice, and on both occasions the USA won.

THE United Kingdom, and they won because this HUUUUUUUUUGE country called the United States went and pwned them for U.K.

Germany because England being the smaller country and an island would need outside help. Germany could cut them off from the rest of the world.
