If the car is acting sluggish does this mean the fuel filter or the spark plugs on 1993 mercury capri?

Replace the fuel & air filters. Replace the spark plugs, plug wires, rotor, & distributor cap. Your vehicle is 15 years old, so also replace all under-hood vacuum hoses. Replace them one at a time as to not get confused. A vacuum leak can cause poor engine performance.
