I'm assuming it was a used car. If you bought it under "As Is" conditions the dealer does not have to pay. Check your sales contract.

Sounds more like a clutch slave cylinder.
Usually on the firewall, driver's side, opposite the clutch itself.

This depends on what you mean by "goes out". If the clutch doesn't grab anymore you will cost to a stop. If the clutch will not release, you will have a hard time stopping.

When you engage the clutch and the engine sits there spinning: it get's no traction OR when there is no pressure on the clutch pedal: pressing it changes nothing.
When your clutch goes out your rpms will climb up, but you will get no power. essentially your engine is in neutral, and therefore not transferring any power from your engine to your transmission.
I use 10 W 40 motor oil which I found in Canadian Tire - it is made specially for liquid clutch use, you can also buy it from a Honda dealer.

The clutch bearing for an AC compressor is located in the center of the clutch. If the bearing goes bad, then the clutch is replaced as a whole part rather than changing the bearing.
