yes it can and will.......if the electric fan dosent come on it will not cool the a/c condenser near as well as it should be.....also ensure proper function of the commpressor....regaurdlessif the fans not working.....that's the first problem.....
to fix it......check the fuses, then if that doest not work....make sure the wires arent nicked or cut causeing a short,if they are youl prolly hasve to replace thefan......
you can buy aftermARKET ONES THAT you will ground and wire your self youll have to put a toggle switch in the line some whear but in my opinion its safer cause its your doing...youl always know whear to go to fix it.......but if that's not your bag just replace the stock fan with a replica.....

Pretty sure it is around the passenger fender - underneath the plastic housing.
Cooling does not cause evaporation. Warming does. This is because as the air warms up, there's more space for water vapor in it. Water evaporates and turns into water vapor to fill this space.

not likely PCM problem... most common cause is either ... Bad Cooling Fan Relay Blown Cooling Fan Fuse or Bad Cooling Fan Motor
My Mitsubishi 3000gt use to do this as well. I changed the air filter and it has not happened since.
Cooling a liquid turns it into a solid. I.E. Freezing water into ice, or magma cooling into rock.

Sometimes when cornering, the overhead lights will flicker on in that model car. This is due to a flaw in the switch mechanism design, which holds the relay connection slightly apart from the bulb (when they touch the light is energized and turns on). When the car turns the centrifugal force will bring these two points together and the light turns on. To fix this, remove the plastic dome and switch cover and look for a tightening screw. If there is not a screw, you may be out of luck. If there is, tightening it should prevent this random flicker.

If radiator cooling fan it turns on only when temperature sensor reaches temp needed to cool car, then when enough cooling takes place, it gets told by sensor to turn off.
